Torquay is the largest town in Torbay, with an attractive coastline and harbour, making it an appealing destination for visitors. However, Torbay Council recognised that the town had been in decline in recent years. It was, therefore, important to explore opportunities for growth and development, through the creation of new homes and employment space, whilst protecting environmental assets and the town's leisure offering.

Lavigne Lonsdale was appointed as part of a design team led by Mott MacDonald to produce a Masterplan to address specific areas including the; Civic and Parks Quarter, Retail Zone and Harbour/Tourism Area.

The Masterplan was developed over a period of six months and involved significant public consultation and community engagement, to ensure that collective aspirations for the town were identified.

​

The document was adopted by the Council in 2016 and is being used to steer development within the town centre.
